Capstead: Governance for Spring Boot AI Calls

Capstead has been updated to 0.3.x, turning Spring Boot methods directly into "governed AI capabilities."
New updates include:
- Easy integration via a single starter; annotated methods automatically become first-class capabilities
- Exposure of /actuator/capabilities, scorecards, and execution history via Actuator
- Metrics output via Micrometer/Prometheus
- Cost tracking per capability, daily budget limits, and a built-in dashboard
- A new durable execution recorder that persists every model call and parent-child execution tree to a database
It continues to leverage Spring AI for token/model information rather than replacing the existing call stack.
