Hassabis Urges Building AGI Governance First

Demis Hassabis argues that we must establish governance infrastructure before AGI actually arrives.
He believes systems with broad human-level cognitive abilities could be just a few years away, with impacts as profound as electricity or fire, but arriving much faster. The article highlights potential benefits like drug discovery, clean energy, and materials science, while noting risks already visible in cybersecurity that could expand to biological threats and loss of control over increasingly agentic systems.
His proposed solution is a US-initiated Frontier AI Standards Body, an industry standards organization similar to FINRA. This body would set dynamic benchmarks, test frontier models pre-release, and transition processes from voluntary reviews to mandatory requirements for the US market, while preserving space for smaller-scale or non-frontier work.
