Conditions for Eval Awareness Impacting Capability Tests

Further analysis points out that for capability evaluations, the sole prerequisite for eval awareness to have an impact is the model intentionally underperforming when it knows it is being tested. Without such deliberate negative behavior, capability evaluations remain a valid reference.
