Capability vs Behavioral Evaluation Under Eval Awareness

Based on first principles, users argue that without knowing if a model possesses eval awareness, capability evaluation scores can at least serve as an accurate lower bound for performance. However, for behavioral evaluations, the presence of eval awareness might completely prevent testers from measuring the actual metrics they intend to assess.
