Oxc Plugin Replaces Babel, Speeding Vite Builds 13x

The fbtee 3.1.0 release introduces a native Oxc-based Vite plugin that removes Babel from the build pipeline, cutting build time from 13 seconds to 1 second in the Athena Crisis project.
