OpenAI Launches $20B+ Project Camellia Data Center in Georgia
OpenAI is planning Project Camellia, a massive data center initiative in Effingham County, Georgia (near Savannah). With an initial investment of approximately $20 billion and total costs potentially reaching tens of billions, the project is designed to provide industrial-scale infrastructure for next-generation models. This announcement coincided with a massive single-day industry expansion, where OpenAI, xAI, and Anthropic collectively unveiled plans for 6.2 GW of compute capacity.

The project has signed a power supply contract with Georgia Power, locking in 3.2 GW of electricity scheduled for delivery between 2028 and 2032. OpenAI emphasized that all infrastructure and power service costs will be borne by the company and will not be passed on to local residents, supplemented by an $80 million community plan. Technically, the data center will utilize closed-loop cooling technology, with expected water consumption comparable to an office building of similar scale. Furthermore, OpenAI committed to proactively reducing power demand during grid shortages.
Funding and Partnership Model
According to Bloomberg, OpenAI executive Katti revealed that the company is seeking partners to co-finance and develop the data center, though it may choose to independently operate some facilities. This indicates a hybrid development approach to share the multi-billion-dollar infrastructure expenses.
