Copilot CLI 的 ACP 模式缺少 usage_update 通知

这个 GitHub issue 指出，Copilot CLI 在 --acp 模式下不会发送 ACP 的 usageupdate 会话事件。
- 结果是像 Zed 这样的 ACP 客户端，无法显示 Copilot 的实时上下文窗口或 AI credits 使用情况。
- issue 里说明：Copilot 在交互模式下其实已经能算出这些数据，并通过 /context、/usage 和状态栏展示，但在 ACP 模式没有转发出去。
- 作者还提到，其他 ACP agent 已经会发 usageupdate，所以 Copilot 用户只能看到不准确的估算值。
