Bloomington, Indiana passes first law in history banning superintelligence, 7-0
DavidSKrueger · x · 2026-11-07
The Bloomington, Indiana Common Council unanimously passed Ordinance 2026-29, billed as the first law in history banning superintelligence. It prohibits developing, deploying, or delivering ASI—defined as a recursively self-improving system outperforming all humans on essentially all cognitive tasks—within city limits, including via any UI, browser, API, or connected hardware regardless of server location. Framed as an interim public-safety measure amid state/federal inaction, it automatically expires 91 days after a comprehensive Indiana state framework takes effect. Sponsored by council member Dave Rollo.
Largely symbolic given no current system approaches the ASI threshold, but a notable early attempt at local AI legislation.
