On November 4, at the World Internet Conference in Wuzhen, CAICT along with Tencent, Ant Group, Alibaba, Douyin and others unveiled an eight-point voluntary convention governing AI agents.
Key points:
- Scope: agent trust, interconnection, interoperability, security, governance, user rights, industrial deployment and tech sharing — signaling a shift toward governing AI systems that take actions.
- Technical provisions: verifiable agent identities, authentication, permission controls, agent discovery, protocol compatibility and cross-platform task delegation, laying groundwork for a trusted, interoperable "agent internet."
- Safety: prospective risk assessment, runtime monitoring, behavioral controls, emergency shutdown mechanisms and joint incident response; risks named include unauthorized actions, privacy breaches and loss of behavioral control.
- User rights: human oversight with informed choice and ultimate control over consequential decisions; also addresses cognitive manipulation, excessive AI sycophancy, exploitation, and protections for minors and older users.
The author notes it builds on the earlier Frontier AI Safety report and reflects China's rapidly evolving agent governance.
