According to Bloomberg (via Korea JoongAng Daily), Solidigm—SK Hynix's US NAND arm—is in talks with the Commerce Department to invest $45 billion in a US chip plant in exchange for a license to upgrade its Dalian, China fab. Korean chipmakers previously shipped US tools to Chinese fabs under a standing pass, but it was revoked in August 2025, turning equipment shipments into a yearly license negotiation—making the $45B offer a trade for regulatory certainty.
