asc CLI sets video poster frames at upload time via --time-code

The asc CLI can now set the poster frame while uploading, with no follow-up call:
asc asset-library videos upload --library-id LIBRARYID --file ./header.mp4 --time-code 00:00:03:00
asc video-previews upload takes --time-code too, and asc app-events video-clips set-poster-frame changes it later.
