asc CLI Gets Resilience Fixes: Serial-Number Tolerance and Secret-Mangled Key Recovery

rudrank's App Store Connect CLI now matches certificate serial numbers without leading zeros, tolerates ASCPRIVATEKEY mangled by secret stores (single-line, spaces, missing PEM headers), and reconciles releases after server errors so CI exits 0 with reconciled: true when the release actually shipped.
