asc CLI fetches notarization failure logs and schedules dated price sales from terminal

Two new asc CLI features:
- asc notarization log --id SUBMISSIONID --fetch shows why notarization failed right in the terminal; --path ./log.json saves it, and the failure hint from asc notarization submit --wait now points here.
- asc pricing schedule create schedules a sale that ends on a date, with --confirm required because it replaces the whole schedule.
