asc CLI adds terminal-based streamlined purchasing toggle and StoreKit ownership filtering

The asc CLI can now toggle streamlined purchasing directly from the terminal:
asc apps update --id APPID --streamlined-purchasing-enabled true
StoreKit transaction history gains ownership filtering (--ownership-type ASSIGNED), and transaction tables add Ownership and Revocation Type columns.
