OpenAI to merge ChatGPT and Codex usage limits on Plus, Pro and Business plans in December

OpenAI quietly updated its help page: starting in December, usage allowances for Plus, Pro and Business plans will be shared across ChatGPT and Codex as it brings agentic Work capabilities into the main ChatGPT experience.
Key changes:
- Usage will be measured in tokens — stronger models and more complex tasks burn through the allowance faster
- Only Instant chat stays free of the limit
- Hitting the cap means waiting for reset, upgrading, or buying credits
- Combined remaining usage and reset times visible in Settings → Usage
OpenAI says most users shouldn't need to wait for resets more often than now. Heavy Codex users will likely feel this the most.
