Agents API ships Auto Review command checks, async compaction and experimental time awareness

The Agents API team shipped a batch of updates this week:
- Auto Review: like Codex, evaluates commands for potentially bad behavior before executing.
- Async Compaction: compaction runs in the background to speed up sessions.
- Time awareness (experimental): gives the model a sense of time passing, e.g. handling "timebox CI fixes to 10 minutes."
- Tool Updates: a session's tools can now be updated at any time.
- Better prompt-cache awareness: system prompts are automatically cached across all sessions.
