asc CLI marks partial screenshot upload failures as blocking issues in JSON

asc screenshots plan and apply now mark a failed upload group as a blocking issue in JSON output instead of reporting zero errors, while completed groups stay in the result. A group that fails partway through also keeps its completed file receipts and asset IDs, making it clear which uploads succeeded before the failure.
