asc CLI now surfaces failed receipt writes instead of hiding them after uploads

Improvements to asc screenshots plan/apply: the command now returns an error if a table or Markdown receipt cannot be written, even when uploads already succeeded — a successful upload no longer hides a failed receipt write. Alongside this, partially failed screenshot groups keep completed file receipts and asset IDs in the result, so you can see which uploads finished before the failure.
