asc CLI adds recovery commands for missing locales and --app version strings

rudrank shipped two localization improvements to his asc CLI for App Store Connect:
- When an App Info locale is missing, the recovery message now suggests a ready-to-run asc apps rename command with the right app, App Info resource and locale — run it and retry the update.
- Localization create/update now accept version strings via --app (or ASCAPPID), e.g. asc localizations create --version 1.2.3 --app APPID --locale en-US, with --platform for multi-platform versions. Direct version resource IDs still work.
