Gemini CLI PR exposes tool_call_id in Before/AfterTool hooks

PR #30043 to google-gemini/gemini-cli adds toolcallid to the inputs of both BeforeTool and AfterTool hooks, threading the existing request call ID through both hook paths so integrations can pair events around a tool call. The field stays optional for direct hook calls without a request ID. The PR closes #29975 and passed typecheck plus all 422 test files in the core workspace.
