macOS 27 Files & Folders sub-toggles stuck off, hitting MCP apps and uvx alike

A developer building an MCP server reports that on macOS 27.0.1, fine-grained sub-permission toggles under System Settings > Privacy & Security > Files & Folders refuse to switch on: tapping does nothing (no password/Touch ID prompt, no animation) and dragging snaps back to off. Quitting apps, killing helper processes, restarting System Settings and a full reboot didn't help. The bug isn't isolated — a properly-signed unrelated CLI tool (uvx from the uv Python package manager) shows the identical stuck toggle in the same category. The poster is asking whether there's a known fix or a confirmed OS bug worth reporting.
