Meta hackathon finalist stuck building OSINT agent that audits government tenders

The author was shortlisted for the Meta Global AI Hackathon with an OSINT agent that takes a tender ID, fetches the tender PDF, contract award, and bidder list from government sites, and builds a facts store. Around 70 JSON rule cards describing possible manipulation patterns are matched against the facts, and the agent scores manipulation risk from 0.0 to 1.0, categorizing results into no suspicion / needs more info / major red flags, then runs deeper investigation with 15–18 agentic tools to produce an evidence-backed report.
The blocker: Indian government portals don't archive closed tenders, so historical documents are nearly impossible to find. After pivoting to Maharashtra medical-equipment (ventilator) tenders and planning to pre-download 20 PDFs, the author found only 20 ventilator tenders across 12 years on mahagovtenders.in and asked the community what to do next.
