Nadella shared Microsoft's agent governance progress:
- Over 50M agents are now in Agent 365 (A365), up 30% QoQ
- Windows + Agent 365 lets agents run within on-device security boundaries via MXC; agents including OpenAI Codex, Anthropic Claude Code, and Meta Muse are adopting it
- New Perception capability separates intelligence from authority, enforcing identity, permissions, monitoring, and containment outside the model itself
- On infrastructure, a "fungible fleet" dynamically allocates capacity across compute, data, Foundry, and Copilot, with broad-based Azure growth across enterprise and SMB
