Ruff author: recompile time is a lossy metric — agent-driven Rust dev loops often get slower

Charlie Marsh observes from agent-driven Rust forks that 'time to recompile after edit' is a very lossy metric: recompilation can get much faster while the overall dev loop gets much slower — generated code can run way slower (slowing tests) or produce much larger binaries with OS-dependent costs; the nature of the edit (function body vs signature, private vs public) also matters.
