Massive qwen-code PR adds bounded authority history queries: 265 files, +30K lines

PR #15696 on QwenLM/qwen-code (265 files, +30355/−9984, 21 comments) implements the PR5 slice of Managed Session retention: versioned historical identity queries, a bounded authority event window (recent events capped at 1,024 entries/8 MiB; per-owner shared historical byte cache at 2,048 entries/4 MiB), streamed recovery, consumer migration, and eviction of completed activation/inbox state.
Hosted and managed-local sessions keep the existing MySQL/H2 contract; standalone CLI sessions retain JSONL with their writer lease. Historical reads bind a committed prefix and become asynchronous; derived-index repair verifies the canonical source before publishing replacement views. Snapshot decoding now uses pure-JS @streamparser/json pinned to 0.0.26, keeping the Node minimum unchanged.
