AI Governance Expert Urges Governments to Plan Now: UBI, AI Deployment Taxes, Human-Only Jobs
LuizaJarovsky · x · 2026-10-27
AI governance expert Luiza Jarovsky argues that protecting humans over the next few years requires rethinking the economy, labor rules, the tax system, and social incentives. Her list of measures governments should start planning immediately includes:
- Human-only job categories and layoff limitations
- Comprehensive reskilling and career-transition assistance
- AI deployment taxes, Universal Basic Income, and AI productivity dividends
- Mental health support and AI-funded essential services
- "Minimum human interaction" rights and special funds for human-made products
She notes that only California, China, Singapore, and South Korea are seriously discussing these issues, while most governments avoid the topic for fear of backlash. She also criticizes AI labs and tech companies for not pushing these discussions more actively despite knowing what is coming. Inaction, she argues, will be worse for society than proactive planning.
