gemini-cli ships v0.67.0 nightly with quota, MCP permission fixes

Google's gemini-cli released v0.67.0-nightly.20261027 with four fixes:
- Classify project spending-cap errors as terminal quota errors to avoid pointless retries
- Include MCP server and tool metadata in ACP permission requests
- Prevent parent command name insertion on /chat list autocomplete
- Validate finite numbers in the numeric settings editor
