Claude Code v2.1.310 adds Monitor tool, fixes gateway compatibility and compaction bugs

anthropics/claude-code released v2.1.310:
- New Monitor tool and plugin monitors on Bedrock, Vertex, and Foundry; long foreground sleeps blocked when telemetry is disabled.
- Fixed request failures behind gateways rejecting the effort-2025-11-24 beta value or mid-conversation system messages — Claude Code now retries without them.
- Fixed background cleanup deleting recent files (pasted images) with very large cleanupPeriodDays, and compaction after "Prompt is too long" errors failing again on dense base64/SVG text.
- Windows fix for PreToolUse/PermissionRequest hooks letting calls through without Git Bash; improved memory use in non-interactive sessions; /sandbox now names Ubuntu's AppArmor user-namespace restriction.
- Misc fixes for VSCode and tmux image rendering in kitty/Ghostty/iTerm2.
