Dev ports Anthropic's RISC-V formal verification model from Rocq to Lean

xennygrimmato ported the RISC-V model used by Anthropic and Theorem Labs in their formal verification work from Rocq to Lean. Rocq still wins on ecosystem maturity, easy OCaml extraction, and its bytecode VM; Lean's advantages are metaprogramming support and the fact that frontier LLMs are now very good at Lean thanks to years of math-formalization work — a new consideration when picking a proof assistant in the AI era.
