qwen-code enables public subagent delegation by default with immutable approval snapshots

PR #15171 in QwenLM/qwen-code enables eligible Managed WebShell and REST coding sessions to delegate writable subtasks to child agents by default. Each child reuses the parent's definition and directory with its own conversation, an immutable launch-time approval/model/Skill snapshot, and durable result delivery. WebShell aggregates parent and child approvals, routes decisions to the owning session, and exposes read-only child transcripts — while keeping single-level delegation only, preserving authorization and resource limits.
