GitHub moves 99.99999% of repos to Azure; per-reference quorums fix 25ms latency wall

GitHub's engineering blog details its agent-scale Git storage overhaul: traffic has grown exponentially due to agentic usage, and 99.99999% of repos now live in both its data centers and Azure. The busiest repos were blocked by a 25ms cross-region round trip; GitHub is fixing this by replacing repo-wide write locks with per-reference quorums, while decoupling storage from compute so reads scale freely off object storage with stateless replicas. The migration was deliberately sequenced — move data first, then evolve the architecture — under power-capacity and supply-chain constraints.
