OpenAI upgrades all 10,000 Codex OSS grants to $200 Pro tier, applications still open

OpenAI's Codex for OSS grant program has been upgraded: this round still includes 10,000 grants, but all are now raised to ChatGPT Pro (the $200/month tier) for 6 months. Existing grantees get the upgrade automatically, and applications remain open.
