TorchTPU makes Google TPUs native PyTorch devices, supported across Hugging Face

Announced by Hugging Face's Jeff Boudier: with TorchTPU, Google TPUs are now native PyTorch devices, officially supported in 🤗 Transformers, Diffusers, and Kernels. Developers can keep their familiar workflows while gaining the freedom to choose TPU hardware — "silicon neutrality" in action.
