Law professor slams leaked Anthropic draft AI bill as textbook regulatory capture

Law professor Stephen L. Casper reviewed Anthropic's leaked draft federal AI bill and called it "pretty bad" — textbook regulatory capture that waters down key proposals from existing legislative drafts.
The most striking part is the contradiction: just weeks after Dario Amodei publicly called for embedded auditors and pacing the frontier, Anthropic was privately lobbying to slightly weaken auditor access provisions and greatly weaken the federal government's emergency-order authority over AI companies, relative to the FRONTIER Act draft. Casper's verdict: "a tremendously dishonest attempt at regulatory capture."
