qwen-code flaky CI test traced to fixed 5s wall-clock budget on loaded hosts

An issue on qwen-code reports that the EmbeddedHarnessScheduler halt-bound test flakes intermittently on loaded CI hosts: expected 20 claim calls but got 19. The author shows the root cause is not the scheduler but the test helper's fixed 5-second wall-clock deadline — fake timers advance 1000 ms per iteration while each iteration also awaits a real setImmediate; on a busy shard a single setImmediate can exceed the budget, so the loop exits a tick early. Suggested fix: derive the deadline from the requested step count or the host's waitUntil budget. Passes 10/10 locally.
