Claude Code v2.1.296+ bug: prompt suggestions silently never fire on Windows

A Claude Code user reports a likely regression in v2.1.296 (also v2.1.300): the grey ghost-text next-prompt suggestion (accepted via →/Tab) never appears after any reply, in both the CLI and desktop app. Debugging shows the config flag is on, no blocking env/settings keys exist, and claude --debug logs zero prompt-suggestion requests and no errors—the suggestion step simply never runs. Environment: Windows 11, PowerShell/Windows Terminal, Opus via Claude API in auto mode. The same version added a ← for agents hint on empty prompts, possibly related.
