llama.cpp changes default server port from 8080 to 9931 in v0.7.0

Starting with llama.cpp v0.7.0, llama server's default in-container port changes from 8080 to 9931 (ggml), per merged PR #30159. Anyone who didn't set the port explicitly will hit a breaking change on upgrade, and harnesses with hardcoded port 8080 need updating.
