A Reddit user shares a working fix for installing NVIDIA's RTX VFX extension (instant upscaling, frame interpolation, HDR) in ComfyUI Portable when the Manager install fails: run ./python.exe -m pip install -U --no-build-isolation nvidia-vfx --index-url https://pypi.nvidia.com (350MB) from the embedded Python folder, then fully restart ComfyUI. Starter workflows are included in the custom node folder.
