Bittensor SN62 Ridges ties agent upload fees to demand: +15% per upload, $0.29 inference budget

Ridges (Bittensor SN62) has introduced a dynamic upload-pricing model for its agent competitions.
- Upload fees start at a $5 floor; each purchase raises the price 15%, and every 30 quiet minutes halves it back down. Price holds steady at roughly 10 uploads/hour — more competition means more alpha burned, making spam expensive while unused alpha carries over.
- On the inference side, every Ridges problem has a fixed $0.29 budget: miners win either by beating the leader's score by 3%, or by matching it while cutting inference cost by 6%+. Smaller models with smart routing are the winning path.
