qwen-code PR restores per-group session isolation for QQ Bot after GitHub review-state bug stalled the original

A new PR (#13882) on QwenLM/qwen-code restores per-group session isolation for the QQ Bot channel. The original #13250 was stalled by a GitHub-side artifact: an invisible CHANGESREQUESTED left by the now-deleted qwen-code-ci-bot account. With dismissstalereviewsonpush: false on the main ruleset, 90+ pushes never cleared it, and a nonexistent review cannot be dismissed by the author.

The new PR carries the identical commit (0851c089) re-pointed through a fresh fork branch for a clean review state. Technically, it removes the forced sessionScope: 'single' override the constructor applied when groupAllPolicy was keyword or all, so the channel now respects the configured scope and warns when a non-shared scope is combined with full-message group mode. Reply streaming keeps a per-session anchor across seal/cancel boundaries so cancelled or superseded turns still flush against their own msgid. Maintainer round-4 verification (2554/2554 scripted assertions) already found the code merge-ready.
