Berlin gov-tech expo shows the gap: engineers discuss agent loops while cities buy ChatGPT wrappers
FlorianGallwitz · x · 2026-10-15
Florian Gallwitz left Berlin's Smart Country Convention with mixed feelings: booth engineers debated agentic loops and harnesses while German states, cities and municipalities were excitedly planning their first chatbot, and paying heavily for a plain ChatGPT wrapper deemed "data protection compliant" just because its UI runs on an ISO-27001-certified German host. He also tested Aleph Alpha's Kolibri and found it promising, but the public sector remains completely out of its depth.
