Gemini CLI PR makes API request timeouts configurable, ending 5-minute silent aborts

PR #29756 on google-gemini/gemini-cli adds general.requestHeadersTimeoutMs and general.requestBodyTimeoutMs, letting users raise model API request timeouts under every auth type.
- Root cause: fetch.ts hardcoded a 300s body timeout and 60s headers timeout; long-thinking turns streaming nothing for over 5 minutes hit UNDERRBODYTIMEOUT and were replayed from scratch (billed again), with API-key users unable to override.
- Changes: mutable, validated default body timeout; new global getter; Config-level params that prefer user settings over the experiment flag and warn on invalid values; regenerated settings schema (restart required).
- Bonus fix: a DEFAULTREQUESTTIMEOUT of 0 no longer throws a RangeError during refreshAuth().
A practical fix for CLI users whose long-thinking turns kept silently re-billing.
