Qwen Code PR adds journal-based recovery for crashed Hosted tool batches

PR #14056 on QwenLM/qwen-code fixes stuck Hosted turns after a Harness crash. Previously, a crash between a journal-only commit and the next checkpoint left the turn at modelstart, which takeover refused, blocking the lead session. The change adds a durable journal-only wait before the first control-plane write, letting a replacement Harness continue or cancel the interrupted round from journal facts without a Runtime lease. Recovery now covers background Agent/Workflow launches, Session messages, lead-side team/task ops, yolo approval mode and Hooks Sessions, with a test plan verifying exactly-once task commits.
