QwenLM/qwen-code PR #13777 implements bounded native-file and main-model recovery for Hosted G3 Step 3.

Parked permission requests keep their original Action, decision revisions, deadline, immutable batch plan and prepared-execution identities; Allow resumes the batch, while Deny/Cancel/expiry settle without dispatching unapproved work.
Main-model requests are persisted at a pre-provider durability boundary and reissued under original request, history, model route, round and budget pins; recovery retracts only the orphaned output range, and committed answers get terminal-only compensation instead of another inference call.
Cleanup-debt mechanism: native Turns persist cleanup debt for their original Runtime owner and confirm release after terminal settlement; cold attachment, resident recovery and lifecycle cleanup retry that debt.
Storage version negotiation, a monotonic reader floor, recursive durable-reference closure and versioned commit endpoints prevent older readers silently accepting new formats, avoiding duplicate file effects, input replay and stranded leases.
