asc CLI cuts 10k+ lines of redundant test code and shards CI for faster builds

rudrank shares under-the-hood improvements to the asc App Store Connect CLI: over 10k lines of redundant test code deleted, timing tests made deterministic, and CI and release pipelines sharded, making make test much faster.
The companion "Breaking" post notes binaries are now built with Go 1.27 and require macOS 13+. With ASCBYPASSKEYCHAIN set, web sessions cache in the file backend only, and an explicit ASCWEBSESSIONCACHEBACKEND=keychain fails with exit 2 before any sign-in.
