uv 0.13.0 makes Python 3.15 the default, ships cache format changes and uv_build breaking change

uv 0.13.0 (released Oct 9) makes Python 3.15 the default stable version, so unpinned installs now get 3.15. Key notes:
- Cache format updates improve performance but may trigger re-downloads or rebuilds after upgrading; multiple uv versions can still safely share one cache directory.
- uvbuild upper bound: if your [build-system] table pins uvbuild, widen it to allow 0.13 (e.g. uvbuild>=0.13.0,<0.14).
- The team expects most users to upgrade without changes.
