AI agents could spawn history's largest bureaucracy, where machines create work for machines

Expanding on an Aaron Levie observation, the author argues that once autonomous agents run continuously, they start generating work for other agents: one executes a transaction, others verify it, monitor fraud, audit decisions, check compliance, negotiate with opposing agents, or probe for exploits.
This means AI begins consuming intelligence to manage the consequences of intelligence — a second demand curve for compute that few have noticed. The author concludes that the ultimate scarce resource may become "permission": the authorization and governance of agent behavior.
