GitHub adds settings to disable PRs entirely or restrict them to collaborators

- GitHub added two repository settings: maintainers can now disable pull requests entirely (hiding the tab, so no one can view or open PRs) or restrict new PR creation to collaborators only, while others can still view and comment.
- The former suits mirror repos and read-only codebases; the latter helps tighten contribution control during critical phases.
- Available now for all public and private repositories; full mobile UI support coming soon.
