India and AI in Four Numbers: 38,000 Public GPUs and the Chip Rally It Missed

The operator of an India capital-markets sub lays out India's AI position in four numbers:

1. The index gap. To 30 September 2026, MSCI Emerging Markets is up 23.7% in dollars for the year; MSCI India is down 14.7%. TSMC, Samsung and SK Hynix together are 29% of the EM index, while India's entire IT sector is 6.75% of MSCI India, and the only tech name in its top ten sells IT services, not chips. The author's view: India is the large market with no AI hardware trade, and 2026 priced that in. Counter-view: India is still the pricier market after the fall, at 22x trailing earnings vs 14.9x, so AI is not the whole story.

2. Public compute. The IndiaAI Mission has an outlay of Rs 10,372 crore (USD 1.1bn). More than 38,000 GPUs sit on a shared portal for startups and universities, with 20,000 more announced in February.

3. Usage. In Anthropic's Economic Index (May 2026 data), India's Claude usage is 0.3x what its share of the world's working-age population would predict, ranking 102 of 121 countries. What exists skews to software development (16.2% of conversations vs 11.5% globally) and education (19.3% vs 13.2%).

4. Rules. On 19 August SEBI's chairman said AI/ML market guidelines would come "shortly", with kill switch and human-in-the-loop controls; no circular had appeared as of 5 October.
