SteamVR streaming bug blurs high-contrast edges on Steam Frame; dev partially fixes it

Developer REDSIM highlighted a widely overlooked Steam Frame problem: image quality. SteamVR's streaming pipeline has a serious bug that blurs high-contrast edges. He managed to partially fix it and shared real screenshots from the headset after decoding and lens correction as evidence.
The find matters for anyone streaming PC VR content to the device, and the debugging approach is useful for VR streaming developers.
